It depends if the university you want to go to has a mid year application window which will allow your application to assessed and accepted by the time second semester starts. And the continuation of the program only depends on whether the faculty you’re going to will credit the work you did at the previous institution or not:
It depends what requirements the university you’re applying for has. They will usually ask for all your academic records up until the point of application and may consider all of them. Best thing to do is to reach out to the faculty you want to apply for.

Hi, yes you can be admitted. How ever - indicating exclusion ruins your chances. I recommend starting from scratch.
