It’s pretty clear what they meant. There’s a baseline of non-compliance that the average person typically presents. If you’re all smiles and compliant beyond what’s expected of the average person, it raises red flags.

If she applies for a 'Work' Visa, they would probably require the Business name, address, letters from the employer ect, which she doesn't really have. Should say its for tourist visa and just say meeting friend. They always say 'oh so your staying with a resident, so they can provide for you if you run out of money'. But getting that kind of 'help' is not considered working?
