The god of thunder and storms Raijin has these small creatures called Raijuu that run around during thunderstorms and then try to sleep in your bellybutton, so to wake them up, he strikes them with lightnings, and in term shocking the person. Although the more modern simpler take is that Raijin will take and eat the bellybutton, but I believe that is just derived from the older story
the belly button thing comes from this old legend that this one kami had a pet that likes to cozy up in people’s belly buttons but the kami summons his pet with lightning and u might get hit if the pet is asleep in ur belly button. by ‘comes from’ i mean that’s like oldest version of it i think.
