The Slits were from London, England and formed in '76. The Dishrags fwere from Vancouver, Canada and formed in '77. The title of 'first all female punk band' would probably go to The Runaways, formed in1975 Los Angeles, California.
A lot of people would disagree wth you. Nearly every article written about them touts them as having been part of the punk scene. They most certainly were.

We had a poster for one of their shows at our punk house in Edmonton, but I never saw or heard them. Thank you for posting this video.
I've loved the Dishrags for years but always wished I had a chance to see them live!
I wouldn't call them under rated. I'd call them overlooked! Such a fantastic band!!!!!
Saw them back up the Clash. They were brilliant. Every bit a key part of the greatest concert I ever saw.
