if its over 100mb then you need a higher ranking account. Also on some weekends they do community events were only certain ppl can download stuff until its over which is usually like friday, saturday, sunday
Right now I think mugen archive doing an event for only certain to download, try again tommorow tho or use another site. I have a video about other download sites aswell

Is kong fu man in your roster, if he is you should see his name "kfm" there, also double check you opened the right one with notepad.

Make sure to save and make sure spelling is right. Then restart mugen
