But the intent has not been discovered to the best of my knowledge.

One of the most recently well known number stations (the Lincolnshire Poacher) got tracked down to a royal air base right off the coast to syria on cyprus and is speculated to be owned by the MI6 also for those who think it's nonsense, this theory has been proven to be true in some cases already, it sounds dumb but the wasp network that you can watch on netflix actually happened and the number station the fbi used is called ¡Atención! also considering "the buzzer" is in this short, the reason it is buzzing all the time is to occupy the current frequency so in case they need it for a national emergency, they can use it.
