How can one know the richness of the soil
You do a soil test and I hear its very expensive u haven't tried it though
You can tell from the soil type weather is a loam soil or a sandy soil
You can also do soil testing
For how long time I can re apply 2.3.2 fertilizer on my maize plants?

30g of fertiliser per maize plant??? I learnt is 5g per plant
Listen and listen well. He said 30grams ( handful for 5 -6 plants) which is accurate as you mentioned 5grams per maize plant

30grams of fertiliser per plant??? How??
Plants population per Acer is 20,000
So 30grams x 20,000 = 600,000grams
1000g = 1kg
So 600,000/1000= 600kg
Meaning we need 600kg(12bags) of NPK fertiliser for 1st application???
