I'd say it's moreso because of Luther almost betraying the Lion with that nuke on the ship. The Lion found out and knew that Luther had to have discovered it before it even got on the ship, so the Lion exiled Luther, and anyone who could have been perceived as an ally to Luther. Part of me thinks that if the Inner Circle Unforgiven dark angels finally decided to tell the Imperium the truth, the response would be a disinterested "that's nice." Telling the Lion all the stuff they did trying to keep everything a secret would be way way worse, probably. But who knows, maybe they'd want the dark angels to be wiped from history like the 2nd and 11th legions, and maybe the Lion would tell them it was a good idea to kill and torture thousands of people ao that nobody would know about their shameful secret.
