But they may still have strategic uses in some institutional contexts.

Can anyone please clarify on the point of the difference between the domestic and international contexts, in particular, the red traffic light example he gave? 48:00-50:00 I didn't get the comparison of the benefits of obeying the red lights rule vis-a-vis the significance of not intervene/intervene when it is needed/not needed.
