For those of you wondering why the door is closing so fast at the end - the top of the door was really tight in the jamb. I didn't realize it at the time, but the top hinge was being pulled away from the door frame due to the weight of the door and causing the door to bind in the jamb. Replacing one of the hinge screws with a 3-1/2" decking screw to pull the door jamb back into the frame fixed this issue, and now the door can close at a more reasonable speed.
The inspector would never tell you to install this closer. Lol. You mistaken him. There are self closing hinges. And your door is closing way to fast. Adjust it so it doesn’t wear out the lock latch
If the door closed any slower, it wouldn't close fully. And I don't think self-closing hinges would have enough force to close this door, it's fairly tight.

Would it stop the door from hitting the wall when it’s fully open ? I Am planing to use it as a door stopper as well
Depends on the one you get. I think they make stopping models, just not this one

will one of these keep a door from opening to far. I have a exterior door that gets caught by the wind and flings wide open when I open the door.

Marking the holes. If I marked the holes and made a mistake, I could just replace the tape.

Why not mark the holes using the closer as a stencil. Ridiculous to measure and mark
The closer is spring loaded, so trying to hold it in place while marking is not easy.
