You can try mixing it by hand with dry pepper since you can't get blended pepper due to no blender. And add every other ingredients, I believe it should turn out well Thank you 😊

WhenI use chickpea flour, I use hot (not boiling water) in the stock that goes in the blender. Then I let the mixture stand for at least 30 mins to rehydrate the flour. It does make a difference in taste and texture - hope this helps!

You can also blend it by chewing it. I know someone who can help you blend it by chewing it, he charges a small fee.

I believe the soaking is when you're using raw beans so it can get soft and be easy to blend
