Its unfortunate but even with good CS and being 5/0/4, it takes 24 minutes to get the items you need for this.

@@The13thMaker yeah normally I use it in aram since you get can all your items really fast. This would only be for like a 40+ minute match as it's only good for your 3rd or 4th item.
