Why? 2) I am unable to find in the ACT English grammar manuel the compound sentence exception where, if the first IC is five or fewer words, no comma is required. Any specific knowledge as to whether or not College Board and ACT follow the exception?

So when we have 1 subject we will not use comma , and when we we have 2 subjects it must use comma. What about fanboys ( so)? What about subjunctive adverbs? I think they can also connect two independent clauses and still the sentence is compound. Here, we use semicolon before subjunctive adverbs and comma after.
