I'm not certain on what historical event that is exactly (or if it even is one. The original creator could have just animated that part because they simply wanted to). But my best guess would be the Prusso-Japanese Trade Agreement that happened in 1860, which was actively supported by the United States legation in Japan. I could be wrong, so take this with a grain of salt. My other guess would be Prussian military officer Friedrich von Steuben training the Continental Army for the American Revolutionary War. Where Japan comes into play in that? I have no idea. Sorry this is so long, but I hope it answered your query???
