You can do it anywhere but you have to be in a zone/party with at least 1 other person in your warband. You can't be solo for it I'm pretty sure. Worked for us while grouped up.
I joined a clan and accidentally used both my Signet's and left the clan because nobody was high enough level for us to turn into a Dark Clan and now im left with no signet's is it possible to get more signet's?
On the main menu click "Shadows" its where the old Adventurer button used to be. Then in that menu click "Dark Clan" you might have to scroll down depending on the device. Its on the left. Then in there you can click Members and see everyone. Unfortunately it no longer will tell you how long someone has been offline but instead just says whatever rank they are in the shadows.

Yes, you buy them with real money. There are almost no free to play ways to get most things after you get the first samples.

Yeah having warbands and clans is strange... Not sure why we need both and cant combined them into one.
