I always envisioned the "noise in the city" was a siren of some sort, with the weather controlled artificially and the sound is warning people to get off the streets. It may even have been acid rain, which was still a problem in 1981, perhaps Jeff thought it would be worse in 2095. The rain, though, is a metaphor for the tears of a lonely man out of his place in time. I've always seen the story sketched out in Time as an homage to The Time Machine, with a similar message. If anybody's looking for help writing a movie screenplay or a broadway musical treatment, I have some ideas to share. I think Jeff might even give it his green light.

"The Way Life's Meant to Be" makes that clear. The rest seems to be based on something you imagined. Otherwise, what is your evidence in the lyrics?

I felt this way about the whole album in 1981, when I was about to turn 13. I wanted to escape what I saw as a bleak future. Time travel was so inviting a thought. The album has been a constantly evolving story ever since. Now I'm a 21st century man. I'm learning to stop fighting, to ride the wheels of tomorrow and abandon the fields of my sorrow.

The whole album is about a guy who's tricked by some unscrupulous time travelers into going 114 years into the future with them and is homesick.
