Case ground should be a separate connection on either transformer. On the 2 bushing you have to go H2 to X2 to neutral. On both transformers the bottom of the arrestor should go to H2 then to the neutral. We always put the transformer above the neutral and inline on new construction.

Is there a minimum conductor size for that jumper going from H2 to X2 and to the tank ground?

Does two bushing H1 and H2 on top of tank MEAN one of these is a NEUTRAL back to the substation?

You can use either bushing for H1 and H2
