The freight train would be too heavy so it needs additional traction for it to get moving properly. Its basically applied in many European countries :P

This storm was in the vicinity of Inđija, north of Belgrade.

CFRTrainSpotter answered you. Two locomotives train traction is applied on the parts of the network with a high inclination on the railway line.
Aren't there container trains that go from Serbia to Bar, Montenegro?
