Well to be honest, the only way to make all US DD to outperform the IJN one completely, is to add this little thing, that so little, that people often overlook at why during the Battle of Sama the American DD were able to land hit after hit with their gun while the Japanese one struggle to even land a hit on US ship: GFCS Mk.37, or *aimbot* system, and recreate the ability to tracking the target in real time like it did irl. ;)
FYI your setup for 6-5 isn't great. Should have put the CVs on 2nd and 3rd as boss has 3 CVs on top anyways, so overall for your 2nd shelling phase attack order, having the CVs attack first is better
