The weapons are all mostly universal in WuWa, they give extra atk%, every character has intro skill. But that in itself is kind of the problem. Every characters are kind of forced to be a dps or on-field support. The only few weapons that fixes that are Cadenza, Marcato, Discord, Overture, Variation. They have the same skills and it makes the characters more versatile. The new weapons also bring something similar with the extra energy you will get.
Bruh these are all bad, even at R5. The standard 5 stars are all way better. The only way these would be good with those scalings is if they gave the energy and atk to the whole party but no they're trash. You can use them if you don't have standard 5* options but ultimately it's a waste of resources. Players should be building all the standard banner weapons over time for efficiency. And the only good 4 stars are the ER% concerto regen weapons for supports
I wouldn't say bad, but of course it's nothing compared to a standard 5 star weapon. It's still a small step up to have a weapon that increases ATK and covers a bit of ER.
Hopefully these weapons are not stuck only as a limited weapon banner and are able to get it even through the standard/character banner
