You can literally draw one character and make them move in only after effects. You have a lot of masking and tweaking to do or to make it easier you could draw the character in different layers like how she did the hair
My jaw is like an anvil right now! This answers so much. There is so much in watching a pro make this look so easy and fast! I got to create something and just replay this while I'm doing it. This video is So good!!!!

I'm really going full force now with animation after seeing this because I always saw this girl who would make anime like you sit right next to me in class and I was like wow her stuff is amazing I wish I could learn from her but I never got to see how she work only slightly and this is how she made her animations and now that I see this I see how it's done this is what I've been struggling with because now I know I can ghost the frame over the other I didn't know what it was called the closest thing I've seen was an app my brother showed me but been trying to get it to work in Photoshop.
