I'm so angry at jack sometimes becuz Sam try so hard to say I love u on certain episode but it won't come out of her mouth. jack nows they can't have a relationship becuz of there military status.
They do, but only after SG-1. In Atlantis it's mentioned they're finally together...just...very very long distance while she's on assignment in Atlantis.

Yep! Though the scene where she comes out and admits it, rather than it being implied, is a deleted scene in Trinity.
