Might be worth taking the fines on both for the possible rewards getting an ID on both.
Forgot also a Plesiosaurus would not feed on mackerel feathers given its potential diet but some kind of large Sea run Brown trout type lure with a Mustad 27/0 circle hook on a chain might get the job done. This is what we use for White shark catch and release off Guadalupe Island / baja mexico and its worked on sharks over 2 tons so I know they hold up to the job.

He is big,BUT I was diving in the gulf with a group of firefighters in 130 feet on a wreck called the Mexican pride, I think but what was was interesting is that when I dropped over the side of the boat to the sandy bottom I saw no t one but three Goliath that literally the size of a small car. They were so big that I thought one of them might try to eat me and got the hell out of there. That one of yours was a nice one, especially since you caught him from land!
