The bloom degasses (CO2) the coffee. A thirty second bloom is always good. CO2 blocks the taste of the coffee. With the paper filter its always good to rinse the paper filter with hot water after you put it in the filter basket but before you add the coffee. It will also get rid of some of the paper taste.

Creasing the seam of the paper filter before adding the coffee will help stop it folding in on itself

the hesitation in dripping at first is the known as the bloom to saturate the coffee.
