Sure, George was hanging on to hope with this song. In a world filled with ignorance and legitimisation for poor ethics, values and greed, George's redeeming line in the song, "Hanging on to hope," is followed straight away by the lament, "when there is no hope to speak of." Even then, he nails the point home, "And the wounded skies above say it's much, much too late Well, maybe we should all be praying for time" . In other words , hope ain't going to get us there, you'd better be praying. The worse news is how George references western civilisation's move away from religious ethical frameworks, "I may have too much but I'll take my chances 'Cause God's stopped keeping score" And "That he can't come back 'Cause he has no children to come back for". God's children are gone. Our innocence is gone and those few believers who remain, better pray. You may interpret this as a message of love for God, which it could be, but the setting is bleak, nay, black with no hope.. screams to hold on to possessions (screams of the damned?), relying on the hollow values of TV (seen TV lately??) and a world with so much to hate.. it has obliterated hope. Man - Opeth could barely write darker lyrics.. And frankly, I wouldn't wouldn't want them to take on this challenge.. So, if you feel this is an uplifting message - feel free to share. It's just my interpretation and besides, it's still an excellent song. We can enjoy it for different reasons. That's how we can call it art.

I don't think George was wrong in these lyrics - no hurt feelings. On the political side of things, you make an interesting point. The countries you've mentioned have become tyrannical in many ways, however I'm not sure that makes them communist - they're too influenced by large corporate fund managers and big business to be called Communist IMO.
