I think you can. This is a railing modified from an out of the box railing family from Autodesk. You can place it on stairs. The only thing you need to adjust is the panel length, to suit the length of your stairs.
As you pointed out, railing is more versatile than line based. Howeveri found railing can be temperamental when used on stairs around the corner of the flight(the balusters never at the place where they should) Can you demonstate a tutorial showing stair railing(wall based) that complys with As1428.1. Yes, I believe you are correct. You need to have different setting for different length.
So good is possible use like this method to creat glass rail for stairs?
Possible, but .... I would stick with railing.... or maybe curtain wall?

At 13.52 why u add half of post length...
Because you need to offset the post by half of the width so it starts from the very end of the sketch line.
