To me they don't sound like concert toms, but I do agree with you that they sound different than the tenors I'm used to hearing. They sound... higher and tighter.

you can never be good at rudiments. rudiments are NOT cadences so its something you cant perfect. It basically goes on, the tempo should get faster everytime you get comfortable.

If you're new you should really focus on technique and rudiments rather than complicated licks.
