Interesting. I live in a smaller town, just barely big enough to have a Wals-Mart, 2 competing train lines, a Dirty Queen and a Papa's John. We have a smallish train station, and the railfans enjoy spending hours watching both passenger and freight trains come and go. Scanners abound, and some who have the more sophisticated Baofeng or other brand of transmitting radios. Someone has figured out how to tone-up the RTC's on either railroad at will. It's not uncommon to hear them tone-up, and of course, say nothing when a dispatcher answers. Periodically, this person (or persons, if there are more than one of them doing this) will key up and say things as a train is passing by. I wish I had spare time to figure out who it is.

First, A person self activated live on NOAA Weather Radio including coding an actual Emergency Action Notification never before seen in over 8 years, Then this happens....
This is why I don't use self activation at all.

Maybe they were using one of those Baofeng UV 5R's. I know for a fact that they transmit on those frequencies.
I actually did it once (on low power mode) just to see if I could set off my own radio with the EAS tones (Iive out in the middle of nowhere, so nobody probably heard me.
That was before I became a licensed amateur radio operator. I'd never do it again.

Some parts of Mexico have Weather Radio called SARMEX (162.400 - 162.550 MHz) in any Mexican Pacific coast that have earthquake, etc.. Cancun and Cozumel don’t have SARMEX.

I would give that a best disclaimer and a huge warning that hijacking and airing NOAA Frequencies is extremely illegal and could face hefty fines or jail time depending on the age of the perpetrator as of that I am never going to self-activate my WR-120EZ out in public under any circumstances that’s particularly stupid to do that as the title says it all that we have to listen for any Weather Hazards such as Floods, Tornadoes, Hurricanes, Wildfires, including Required Weekly Tests Every Wednesday, Including other EAS Societies that we listen to these Radios for only! As for Self-Activating And Airing NOAA Frequencies illegally Absolutely not acceptable!

Next EAS scenario on a tornado you do, Know this. You cannot tell if it is EF0, EF1, EF2, etc. just by looking at it while it's in progress. Does not work that way.
Watch EAS Tornado scenarios from other people to see what I mean. Until you get this issue right, I will refrain from subscribing to your channel.
