That's the point, and ethic to the GTA 4 story: not everyone can be likeable and not everyone can be trusted. GTA 4 did this concept excellently, having each character affect another. Example: Gracie Ancelotti angering Niko with her nasal whining voice and Evan Moss slowing dragging Tony Prince down and having Luis deal with the backlash for it whilst glossing over the consequences or flatout ignoring them.
Ballad of gay tony had very self-absorbed characters, it was part of the theme. The other two games part of the gta 4 trifecta had lots of cool characters
