DEF: Pre-Out (preamplifier output) bypasses the internal amplification stage! Denon did this to save some money, because if it is not done correctly, that pre-out can introduce noise in the amplification stage. Conclusion: cheap solution.

The Pre-Out signal being taken after the amplifier section is normal, or at least usual. You want the Pre-Out to be affected by the amplifiers volume control so you can connect an external power amplifier or an active subwoofer (and have the subwoofer volume go up and down together with your speakers).
The Record out should be unaffected by volume control and always output maximum signal - at least that's what most amps do. There are also some amps that do not volume-control the pre-out, but that's unusual and kinda wrong.

Do you know how much power the headphone jack provides? I'm unsure if I should get a dedicated headphone amp for higher impedance headphones?
Using it as pre-amp, headphone-amp and I have some smaller floorstanding speakers hooked up to it. I've had this amp for around 10 years and I'm really happy with it.
