Sir, I am serving JCOs in Indian Army and persuaing MBA for post retirement opportunities. In yr 2007 I appeared for UPSC and failed. Huge energy of our youths are expanding in so called " UPSC Mairathan". nothing kept in UPSC. Skill Application Rate are very low among youths. Even skilled HR unwilling to take initiative and work below level job. Every body looking towards govt but govt don't have capacity & instruments to help to all. So , Skill Application Rate (SAR) needs to increase , not GDP. Thanks.
