When I bought my s13 I was so excited that everything worked including the cigarette lighter. Clean ass interior too uncracked dash and all. That's a really nice find for that price. Here in Jersey people want $4k for a rusted sr5 coupe. They'd probably ask 6+ if everything was converted to gts spec and even more if it's a hatch.

check headlight switch before the bulbs themselves. usually they are the fault to the dead dash lights. for the reverse lights, check the two plugs that go into the transmission...

I didn't think of that since the headlights work fine, but you're right that could be a possibility. And yeah, the reverse lights are pretty simple.
