I would not risk touching these armour cables under no circumstances presume they are not live. As an Electrician doing a compliance test inside a football stadium quite a few years back I spotted a large PVC armoured cable stripped with conductors bare lying on the ground between an old stand and the terracing I tested this out and found it was a 415 Volt 3-phase live cable that once supplied the old stand. It had been disconnected at a 60Amp fused switch. The handyman working for the club re-instated the fuses and powered them up as there was a junction taken from it to supply a food van that made the pies etc. 415 Volts would almost certainly kill if it had been touched and it could be accessed by supporters. I will not name the club.
What a disgusting lot they were. I am sure the Health and Safety Executive need to take a close look at this place. I saw HGV come and go from there, not a hi vis in sight, let alone those wires, what else is going on in there?

The problem with loose wires is, that there is no way of knowing that they have been properly disconnected from the supply . For all we know is there could be a consumer unit with a switch that has been thrown off, but might accidentally be thrown back on, and if it happens to be touching the fence , everything goes live . Shoddy work practices , compounded by unprofessional , and frankly unconcerned staff who should have seen, reported , and ensured removal of those cables .
