No, everything happened in an entirely Chinese way: When my friends prepared all the documents, I went to the same police station to ask again and make sure that we didn't miss something. Another person came out to speak to me and calmly told me that foreigners are not allowed to make such a request! Instead a Chinese "friend" (basically anyone) can help my friends without any documents from any institutions at all.... Disappointed but not surprised
I am sorry, but with all do respect, I think it is pathetic that your friends who I guess were chinese citizens had to ask you, a non native chinese speaker, to help them with the non-crimal records in China. Don't they have any relatives or friends that are Chinese to help them with that, or maybe they just unanimously decide to cut all their tides with China to embrace his lovely new motherland Canada. Sorry again for the satire tone, but I just can't help...

Not sure if any police around will let you have or see other people's records without written authorization... Even so that's not a guarantee
