This is a common scam in suburban areas of cities in China. In China, wild animals are often considered tastier than farmed ones, and their prices are usually two to three times higher. Thus, some people pretend to be anglers who have accidentally caught large wild game and sell their "catch" on the streets. However, these are usually not genuinely wild-caught but purchased from elsewhere.
This kind of activity is actually not allowed, but it is very difficult to prove that they are engaged in selling or committing fraud, so the police cannot directly prevent them from setting up their stall. Of course, they would not want you to film them and leave behind any evidence.
Additionally, since COVID-19 was initially thought to have been caused by the trade of wild game, the Chinese government enacted a series of laws in 2020 to restrict the trade of wild animals, including most birds and mammals. However, wild aquatic creatures like softshell turtles are not on the prohibited list. Therefore, you might see such scenes on the streets, where sellers take a chance to sell and then quickly flee. This way, even if the buyer later cooks and discovers that it is not wild, they have no way to find the seller and demand compensation.
