In one mission, Lester actually tells you they use drones arround the whole map to see if you do something bad, you had to shoot these drones for parts for a casino stealth robbery mission.

Fun fact: in the lore of GTA the reason they can catch you doing any crime is because they have spy drones that are so fast that you cannot see them normally.

Funnily enough, when inspecting the files, animals out in the wild are counted as NPCs and technically call the police on you when they see you commit a crime.
Edit: OK so this isn't a thing anymore, but was a bug in the game a while back.

It's accurate, except for the fact that they wouldn't have a camera they just know you did it.
They also know your coming down that dirt road in the middle of nowhere not even close to where they last saw you. I hate how the cops always know where you are and illogically turn out to places they have no reason to be

Honestly I like the idea of "dead zones" being implemented in GTA. I'd probably be hard to do but imagine a radius effect where the closer to buildings & other populated areas you are the more likely its gonna be reported. They loosely do something like this during scripted moments in the game but I'd be cooler if it was an actual mechanic
My theory is that they have ultra accurate live video coming from a satellite developed by Avon Hertz and Clifford and is getting used by the LSPD in exchange for 100s of thousands of dollars a month

If your gun is silenced or you melee you can usually get away with it even if it’s in broad daylight
