The status/pomp that went into the hair made it part of Centauri culture, longer hair signified higher status - until Cartagia came on the scene and radicalized the short hair style, and no one could complain because he as the Emperor could never be wrong... Meanwhile as Londo came to power and status, his hair went from Raggedy-Ann like to a dignified smooth look in later seasons, which fit in very nicely with the character plot as the show went on. Sometimes the "mistakes" turn out quite well.
I'm astounded that the Napoleonic callback of the hair was very nearly an accident!
