It is a good question. It should deal professionally. First action should be having transperent discussion with junior. Then one should keep discuss through email communication and cc to a boss. Then slowly reduce priority to the junior action plan and develop new one by showing delays from the junior action reports. Also simply a real.leader should involve directly in the solving issues. As a govt officer myself, it sometimes happen. As per my own experience following are the tips:- First thing should be to judge the work value of that worker. The worker should be useful otherwise it is just a waste of energy to add a lazy person to our team and wasting our energy. If he/she is useful then talking directly and making a friendly approach is always better. Talking to the boss should be the last step. ACR should be used to warn about the consequences and do everything to make sure he/she shouldn't get good marks from us easily and bargain it for future. This should be done only to an extent and must not be at the cost of our own ACR. Talk to boss and don't make work place easy for that person. But again it all should be done only for a worker who is capable to do something and should be worthy enough for us to make such efforts, otherwise just let them go.

Send this in writing to your boss and take orders in writing from your boss. If both is refused / ignored send the transcripts of the communication to your boss's boss or internal review committee in case there is incompetence. If there's no incompetence then explain the situation to your boss and the junior and ignore the situation.
My ans - to began with, he is my junior and hence forth he shall do the work that I hv assignmented him to. If he says he doesn't I will warn him. If not the result of his inputs will be highlighted to the boss, making the boss think he is a liability. Hence the bond between the two will weaken up and my junior has to work for me if he wants the job if not then I can replace him.

As a govt officer myself, it sometimes happen. As per my own experience following are the tips:-
First thing should be to judge the work value of that worker. The worker should be useful otherwise it is just a waste of energy to add a lazy person to our team and wasting our energy.
If he/she is useful then talking directly and making a friendly approach is always better.
Talking to the boss should be the last step.
ACR should be used to warn about the consequences and do everything to make sure he/she shouldn't get good marks from us easily and bargain it for future. This should be done only to an extent and must not be at the cost of our own ACR.
Talk to boss and don't make work place easy for that person.
But again it all should be done only for a worker who is capable to do something and should be worthy enough for us to make such efforts, otherwise just let them go.

There should be proper written order...If anyone doesn't obey it, ask him to give in written, when task is given in written and with a deadline , any employee either govt or private, he will be the responsible for this...and documents can be used as authentic proof.

BOSS is always right...assume your suboridinate is assigned with more important "off the record" work. Just check if 'he' is not bluffing and is really busy (Rule book won't help)
