I like this translation of this song, it's fits the new season, this is the point in the series where this stops being such a light hearted show and actually moves on to the darker, more serious tones, and this song encompasses this, stop focusing on the day to day lives of the heroes in training and stop living a lie, now we see this world for what it is and how the adults see it, no longer are they just school children having fun with superpowers and occasionally fighting villains, now they're heroes in training and the world is getting crueler for it.

Explanation of the lyrics:
SPOILERS:
I assumed it would be deku at first, but a lot of the lyrics don't make sense from deku's perspective. Here's what I think the lyrics mean (I don't know what they all mean, but here is what I know):
"Hindering ourselves, we fall apart. Reasons that we keep apart..." All Might is contemplating about how people, both civilians and heroes, weaken themselves because they separate themselves from each other based off of quirk or other status.
"Dreaming! Reverse in my mind against the silver line, my heart's in the sky. Through the darkest night! Let's run till the dawn's first light." All Might remembers the times he spent with his mentor, who taught him to always smile, no matter how dark things get (the "reverse in my mind against the silver line" part seems to indicate that he is "reversing time" in his memories to the time when his mentor was alive, and he thinks that the "silver line" (silver lining) is that her death inspired him to become a stronger hero).
"Dropping the resolution of the future." All Might tells everyone that he will save the day no matter what and beat any villain that comes his way (thus explaining the outcome of the future).
"We're looking away in the day-to-day." All Might is telling everyone that they ignore all of the troubles of day-to-day life, when they should be focusing on them, as if they did and they helped solve these problems, then there would be a lot less of them.
"Let's try to stop living a lie." All Might is referring to everyone that hides who they really are to be socially accepted, but is specifically referring to himself, as he has been living a lie for a long time, as he hides his true form from the public so that they don't lose hope.
"Everything is like a rust escaping me, now we're living in a darker history. Every single excuse I ever made, I just got to learn to throw them all away. And I think I still remember all my lies, I was always living with dead eyes, but now I got to live every day more alive." All Might is contemplating about when the villains took Bakugo, and then All for One attacked; everything kept escaping his grasp. He wants to help everyone he can, but he isn't able to, and he feels like he is just making bad excuses for why he wasn't prepared enough to stop these problems, so he wants to improve. He remembers all of the times he "lied" by only ever showing his muscular form to make people think that he was always really strong, but now that the world has seen his true form and accepts it, he feels like he can truly be alive now.
"What's going on? Well, I guess that I haven't finished yet. Lived the day-to-day but never tried to fix it. Well, I guess that I'm different than the rest. Now I recognize that this is a test." All Might first questions what is happening when All for One shows up. He realizes that he isn't done as a hero yet, and he says that he could have done better to fix society while he was in better shape. He knows that he had the power to do so, and that All for One showing up is a test for him to prove whether or not he is really a true hero.
"I want to succeed in the day-to-day." Now that All Might is essentially retired from being a hero, he wants to help people in what will now be a more normal life.
Most of the rest of the lines seem to be advice towards his students, especially Izuku. Some of the lines, like "Synapse in my mind as it closes through," don't make sense to me, but there is probably a meaning behind them.
“I keep my ideals alive” that also sounds like something all might would say, as he ignores all for one trying to break his will and ideology, which all for one even mentions in their fight. The part that follows that verse I believe is directed towards deku.
Oh, good observation! That sounds right, since it is true to All Might normally, and especially so in his fight against All for One.
