I never heard of Lee Oskar before but when that Pitbull song came out i knew the only good part (the harmonica) had to be ripped off somewhere else like in every other Pitbull song so i looked for it and there i am.

I KNOW everyone and their mama knows, 'Lowrider', 'Why Can't We Be Friends?', 'Cisco Kid', 'Spill The Wine', 'Slippin' Into Darkness', and many more by WAR. That's his harmonica sound on all WAR music. Lee Oskar was selling out concert arenas while Pitbull was still in pampers. Whoever produced 'Timber' should have done their homework and personally asked Lee Oskar to collaborate, instead of going the "cheap" way by stealing someone else's art. Pitbull's producers - "Pretty soon you're gonna pay, YEAH!"
The label got permission to use the song and Lee Oskar was credited as a songwriter on Timber (check ASCAP). Apparently Oskar didn't receive royalties. It's not that simple of a case.

The harmonica snippets are exactly the same, although Timber's has been sped up a bit. I think this guy should get the 3 mill, Timber is a shitty song and the harmonica part alone brought me back just to listen to it over and over again.
I personally hate rap, but I like Timber. Yes, the riff should not have been used, but 3 million is a bit much. At some point, it will be almost impossible to create new music without taking bits and pieces from older songs.

However I the harp player on "Timber" is a Dallas Texas guy by the name of Paul Harrington. You hear a lot of his playing in popular t.v. commercials. Oh, and for those of you talking about royalties.., Harrington received a flat fee of $1000.00 and that's it. he gets no royalties. that sucks..
I checked ASCAP and Lee Oskar, Keri Oskar and Greg Errico are actually credited as songwriters on Timber, so they should have been receiving royalties. There was probably some confusion over which publisher had rights to the song.
It's amazing how bad the media reporting has been on this case. The news media didn't even bother to check ASCAP and BMI to see if the songwriters had been credited or not. They clearly were, so this is not the simplistic case of stealing they're trying to make it out to be.

I'm beginning to think that all the great melodies, like this one, have been recorded already, so all that's left for today's songwriters is to either borrow/sample/remake or come up with songs that don't have melodies (like the EDM songs).
