0:51-0:54 That was happened when I start logonui.exe from CMD in Windows PE 1.1 (from Windows XP SP1 OEM Preinstallation Kit), but it doesn't show any user name in the right like in 1:30. And it happens when you kill explorer.exe with Task manager and CMD running, and type logonui and you get that. Tested on Windows XP Professional SP1, but it should work in another versions.
It makes you wonder if Windows 10 has some kind of fancy and fallback user interface for login... I wander what the fallback one would look like!

They removed a secret text-based LogonUI in Windows 10 1809. I don't think there's anything else.

I've tried using the sethc.exe/cmd.exe bug but it doesn't run at the login screen. ALT-TAB doesn't do anything.

Question: how do you get CMD to pop up in the logonui?
sethc.exe bug, you replace sethc in system32 with a copy of cmd.

no, you can still use it in windows 10 (i did it a few times to reset a lost account password)
It's not a bug though. Replacing system files to gain access is not a new thing either.
