FATAL DOG ATTACK: Should the Owner Be Charged?

An 11-year-old boy is dead after Cane Corsos owned by his dad's roommate attacked him during a Spring Break visit. The dogs, who prompted two police complaints in the months before the tragedy, have been destroyed. What should happen to the owner?

According to media reports, those two particular dogs were involved in at least one other attack where they bit a woman pretty badly. The owner if the dog is absolutely liable and as far as I'm concerned so is the father. This was 💯 avoidable.
