    Many countries in Europe have good cycle lanes with trafic lights and don't have any number plates. If you go to holland which is a bike country, they don't have number plates and car drivers have to be extra careful when driving in small towns and villages. Electric bikes in some countries have number plates for insurance purposes and reach speeds over 25 km, most people who ride normal bikes, don't ride as fast.

    It’s stupid. Only reason I ride a bike to work is to avoid all the costs involved in having a car. If they brought this in I may as well go back to driving.

    Not only y0u have to encourage people to be on their bikes but also you need to promote and encourage people to follow the rules when you are on the road doesn't matter if you are on bike or inside a car

    If cycling lanes were of the right space, of the right quality, in the right places they wouldn't be in the way of motorists. People cycle for lifestyle/health and most importantly because of poverty they can't afford a car!!!

      @@dc56789 you're missing my point I'm afraid! Count yourself blessed, if you can afford a car. You'll soon be told where you can and can't go too and how many times you're allowed to travel. Many will be wishing for the cheaper healthier option of a bike ride then. Everyone pays for everything. I'd be more upset about pot holes and the damage to your car than a safe cycle lane for the poorest community. Drivers break rules too, there will always be rule breakers - not my point at all !

      0.1 tonnes, 2 axle bike, will cause the same amount of damage to the road as a 2 tonnes, 2 axle vehicle, after 160 000 crossings.

    72% of people who watch this morning want bicycles to have registration plates. It says a lot about the demographic.
    Ebikes which are road legal like Timmy's can only go 15.5mph, illegal kits that people fit can make normal bikes go 30+.
    The difference needs to be understood.

    Ridiculous.
    1) cyclists pay for the roads in the exact same way as car/motorcycle users - through their council tax. Vehicle excise duty is a tax for environmental damage that does NOT go to the roads, but to central taxation.
    2) Car drivers are always going through red lights, especially temporary traffic lights. Also, how many drivers actually do 30mph in a 30 zone, or 40 in a 40 zone etc, hardly any. They break the law far more than cyclists.
    3) car drivers/lorry drivers etc are the danger, they make ridiculous maneuvers on cyclists all the time.
    This is simply a ridiculous conversation. We should be promoting cycling, looking at the air quality in cities, and thousands of people getting lung and cardiovascular diseases every year from terrible air quality.

    Roads are payed for out of council taxes and other taxes , car tax hasnt been used for road up keep in decades , so all tax payers are paying for the roads

    it's not about the drivers, its the pavements. It's the pedestrians I am concerned about. There are bad drivers and bad cyclists.

      Why are you worried? If you look up the statistics accidents are incredibly rare. Between 2016 and 2021 more people were trampled to death by cattle than were fatally struck by a cyclist

    Could I point out, that man has blatantly gotten away with lying on daytime television. Ebikes that propel the user to more than 15.5mph are illegal, and anyone who rides a bike regularly can exceed that speed whether they have a motor or not.
    There is already a law that states ebikes that go faster than 15.5mph need a licence plate. I know this because I've got one, with a licence plate and a V5C.

    I think the national insurance number should be the person reg plate for both bikes and cars anything personally owned.

    Correct me if I am wrong, but weren't Electric Bikes for hire in the city centers only?.
    Most Adult Bike riders are sensible when in bike lanes, but young kids don't care a toss, and all bike riders should pay road insurance period.

      That's electric scooters. Pedal assist electric bikes are legal to use anywhere you'd use an acoustic bike as long as they're no more powerful than 250W and are speed limited to 25km/h
      (this doesn't mean the bike can't go faster than that, it just means the motor won't assist you on going any faster than that)

      Trouble is the country has a huge issue with public transportation, the government has had to step in to prevent bus fares from increasing further. It's cheaper to run a car than use a bus in many areas.
      Those who are poor will stay poor as a result, when fares cost as much as they do those who aspire for independence in transportation don't stand a chance. How can you save for a car when a large proportion of your wages is sucked up by bus fare?
      A bicycle is a great way to help ease this issue, people need little money to buy one and can better use that bus money for feeding family and stay healthy in the process.
      What we don't need is more barriers in place to prevent those who earn the least to get around. Social mobility is bad enough in this country, I don't wish to see it made even worse because a few bad eggs on bikes annoy people.

    To answer the silly question, cyclists running red lights doesn't pose anywhere near as much of a danger as cars because
    1) cyclists are orders of magnitude less likely to injure or kill someone in a collision
    2) cyclists are much more able to swerve and stop to avoid any obstrictions
    3) cyclists have much better awareness of their surroundings thanks to not being cocooned in a metal box. They are therefore much better equipped to determine whether it is safe to enter a junction.
    4) sharing the road with cars is a very real danger to cyclists. Passing a red light can mean getting to navigate a junction without cars close-passing or turning into you.
    It was definitely not a case of answering 'like a politician'. It was a case of 'ask a silly question, get a silly answer'.

      Zoey Said by a cyclist probably? either way, the points you have made are ridiculous, I have had several near misses because of idiots on bikes deciding they are tired of living and just puling out in front of me, with no notice, which has caused me to emergency stop, and had to swerve in another situation, imagine if a car had been behind me, or coming to the side of me at the time!
      and you talk about swerving??? they do that way to much as well , all over the bloody road, not keeping to where they should be!
      To say cyclists have better awareness is also bloody stupid, half of these cyclists haven't even got a driving licence remember, so how the hell they are more aware then someone who has had to pass a bloody stressful test i don't know??
      Finally your reason for them skipping a f...g red light does not even deserve a reply, spoken most definitely by an arrogant cyclist!!
      Yes they should have bloody licence plates, all these bloody cyclists with camera's on them, trying to catch drivers out for any slight wrong move they make, and yet they don't want to face consequences themselves of their own bad behaviour, that is BS, it is about time they bloody pay!!

      Finally i have been driving over 30 years and have a clean licence, always have had, and no accidents!!

      Hilarious comment to this post! Are you drunk? Or aged 10? Cyclists...cause absolute havoc in the mornings!!! especially. Cyclists cycling 5mph going uphill cycling 2 aside ignoring a long convoy of 12 cars behind them which can't overtake. The potential they have to cause pile ups and loss of life! Sense of awareness?🤣 Is this a joke? All sense of awareness is lost on cyclists as they couldn't give a stuff about the highway code, jump the lights and cycle on the pavement where there are kids passing or in the middle of the road, stopping any car passing them over 5 mike's per hour. Better equipped? What? on their custom made dangerous bikes? which usually belong to Deliveroo and Just eat drivers? who now all wear masks on their faces. Are they aware that taking their bike out at peak hours is enraging 15 drivers behind them trying to get to work to do their job and being forced to drive at 5 mies per hour. Yeah...so self aware! 😂. Your post is the most deluded I have ever read and hilariously flawed.

      ​​​@@MrDead1975 Out of curiosity how much extra would you be happy to be added to your taxes for the implementation of a system like this?
      Even if in principal it was achievable the proposed system would be immediately written off due to the cost to the tax payer.
      Trying to create a framework of legislation for what is essentially a metal frame with wheels attached and a means of powering it is something very few countries have done with good reason.
      My biggest issue is it's just another barrier to entry for those too poor to use any other kind of transport. Effectively making mobility even harder for those who have the largest issues getting from A to B.

    I think the arguments for cycles to be regulated is not about cycles but about fairness.
    Car users are paying through their teeth to use the roads through, whether it be through annual costs, congestion charges, fuel prices, or fines. What I see in this debate is "why don't cyclists pay the same charges and same penalties as I do".
    We also have to understand that there is no such thing as a separate road tax. Roads are funded through regular taxes. What bikes do not pay is Vehicle Excise Duty - excise being a levy against demerit goods - which is essentially a tax on emissions.
    Insurance is a good idea, and in fact many cyclists have insurance already through British Cycling or even public liability on their home insurance, but getting little Bobby at school to pay for his insurance will be a nightmare. I think this is best covered by national insurance.
    And lastly on number plates, it would be nice to implement, but to get a number plate large enough to meaningfully read would only make sense on large, cumbersome bikes unless it's attached to the cyclist's clothing or backpack. There are already numberplates as wide as the rear tyre on hire bikes like Lime, and I bet nobody here has been able to make them out! At least we'd be able to slap £50 fines on the kids that run red lights, but at what cost to police...

      I think the government believes that not having to pay for VED, insurance, MOT and registration to use my bicycle is a reward for getting around in a sustainable and green way.
      Congestion costs the UK a fortune and a huge percentage of car trips are less than 4 miles. We need to encourage people to stay out of cars in cities and with the state of public transport cycling is one of the best ways.
      A real shame those in support of tighter legislation against bicycles don't instead adopt a "if you can't beat them, join them" approach, they might enjoy cycling.
      You'd think if it was so good everyone would be on bicycles but look outside of London but it's simply not the case, numbers are staggeringly low despite a huge proportion of the population being less than 5 miles from work.
      It's almost as if cycling needs to be encouraged in any way possible so we can stop treating people for nasty respiratory issues caused by traffic in cities.

    Taxing cyclists because they use the road is as logical as taxing pedestrians for using the pavement. Roads need to be maintained because they get torn apart by massive vehicles with kilowatts of power behind them, hence road tax. Cyclists simply don't have the power to shred tarmac like a lorry. I'm all for fines for traffic violations, just not tax for sensible people. Cycling should be affordable and promoted, and whilst we don't have suitable infrastructure for cycling, the rules of the road should be enforced.

      A cheaper compromise would be to have a police unit on high powered ebikes to pursue cyclists who flout laws.
      However given the police can't do it with cars and unlike them cyclists pose significantly less risk of damaging anything but themselves I doubt it's worth their time or money.
      The UK police have larger issues involving everything from car left to plate cloning and don't need to be wasting their time with minor crimes which primarily only pose a risk to the cyclist themselves.

      Registration plate cloning is already rampant and I got ULEZ fines in the post for a car I own and I live 200 miles from London and have never been in my car.

    Has anyone bothered to cost this idea? How many bikes are there? Would there be an age limit? What sort of sanctions would there be? Would you then need a license? What complete nonsense.

      They actually don't want to be treated equal on the roads, they would prefer better biking infrastructure. Mixing bikes with cars is never a good solution.

      As a cyclist I have to say that personally it wouldn't bother me in the slightest, having a registration, and I already have 3rd party insurance, costs £20 a year.
      Regards the licence, who would regulate it?DVLA? The police? And at what cost? How big would a numberplate realistically have to be to be readable from a reasonable distance? All bikes would have to be registered firstly with this body, who would enforce that? Would it include children? If not what would be the minimum age? Would this require older children to carry some proof of age whilst out riding? Change of ownership?
      How many parts can you change on a bike before it becomes another bike?
      And so on. Good luck enforcing that.

    No but... with the introduction of ebikes, it's not so simple. At 68, I'm of an age where I cycled everywhere as my basic transport. I was fastest vehicle on roads in and around London except for a couple of other cyclists I saw (who turned out to be ex-semi-pros). So I could control my lane and be safe. That was before ebikes and the cycling boom of the past 20 years. ICE vehicles are wider and fill up lanes. Lanes are narrower or kerbs are higher. A vast increase in cyclists on badly maintained bikes with absolutely no idea of Highway Code and ride as if other cyclists, pedestrians, ICE vehicles don't exist.
    I still see in my mind the astonishment pedestrians had when I stopped at a Zebra crossing with red lights near Kings Cross Station a few years ago. They were wise not to cross - another cyclist went past me without stopping. Being on a lightweight race bike, I caught him up soon afterwards. Cycle lanes, such as we now have them, are suicide lanes both because of incompetent other cyclists, ebikes, and escooters and because they take you out of the line of vision of drivers.
    The core problem is our road and transport infrastructure is not good for anyone. Holland used to be even worse but made a deliberate decision to change. In southeast London, we do have excellent buses which just happen to be perfect for our journeys wherever we need to go and Elizabeth Line makes things even better. Far better than when we were north of the River. But that's rare. I'd like to see a massive re-working of our transport. For example, convert the old lost railway lines into cycle lanes - well maintained - a ride, eg 68 miles Oxford to central London would take about 3 hours in such conditions

    I dont want cyclists to pay for road tax or insurance. I want them to have some sort of license before they can use the road. Cuz nearly all of them run the red light and dont look before changing lanes. They just put their hand to the side like an idiot without looking over their shoulder. And i see idiots in pairs cycling side by side on a single lane so no freaking cars could overtake. Give them some kind knowledge first like how they do a cbt test for mopeds. Its a one day test that anyone can pass.

      A runner hit me once and ran away, I think we need to make sure they have registration plates. He was doing at least 15mph and should need some kind of licence and registration at speeds like that.😊

    Yes, we should. I am a pedestrian and a few years ago I had right of way to cross, but a cyclist came out of nowhere and smashed into me. He then abused me verbally and rode off. I ended up needing to go to hospital as a result. Had the cyclist had a license plate, he could've been found and properly dealt with.

    Just how we laugh at current American issues that only they care about, the rest of europe must do the same for this country. What we need to do is invest in pedestrian and cycle infistructure like other european citirs so that cycling is safe and insurance/plates arent nessassary.       @simplexicated a pedestrian is not on the road like a car / cyclist these days.
      An adult pedestrian normally carries some I.D. and if they don't then the police can find them but when your on the road it's nothing like that.
      If a cyclists attacks a person in car, a cyclists can just ride off in a small space / pavement while a car is stranded there example in stand still traffic. And I heard there are so many fools in bikes that like to take a car keys and throw it.

      cycles are involved in just 2% of pedestrian casualties reported to and by the police. The rest, 98%, are hit by motor vehicles.

      The UK Gov is not interested in trying to make a solution those things (cycling and active travel) harder to incentivise.
      Perhaps some of you see a large percentage of misbehaving riders but I assure you it isn't the vast majority by a long way.
      Go to London and see a city with normal people going about their commutes sensibility and legally on bicycles.
      Just like knifes we don't put controls on their purchase and use because a few dicks decide to use them as weapons. You don't punish the many because of a bad few, you deal with them on a case by case basis.

    I drive a van a motorcycle, I drive courteously, give way to horses , cyclists and any other creature in the road including fellow humans.
    The anger and outrage does not excuse or exempt any one for driving without due care and attention. Let’s not mention DVLA, they cannot cope as it is, don’t even go there about sending in eye test certificates. The roads are dangerous not in them selves but the danger is there in you the driver. Stick your number plates where ever you want but not o my bike. Lol a fine and 3 points for not displaying or having insurance for a bike?     Good idea. Registration and insurance - and don't forget training as many cyclists have a death wish. I unfortunately witnessed the death of a young lady who overtook a large lorry turning left, on the inside, she was knocked off and a back wheel crushed her head. I will NEVER get over that. Where I live they jump red lights, ride at night on unlit roads, wearing dark clothing and no lights. Let's not get into riding through pedestrians legitimately crossing at zebra and pelican crossings, riding the wrong way up one way streets. I could go on, but it gets boring and nothing will be done.

      Just eat, deliveroo and uber eats riders are as a rule usually the worst in most cities. They ride unregulated ebikes usually self built which are basically as powerful and fast as mopeds.
      Their behaviour is somewhat incentivised by the way the gig economy works. People with any kind of driving job should not be paid per drop as it encourages speeding and risk taking behaviour on the roads.
      I'm not defending it but I doubt those riders would be acting the way they do if they we're not being paid per delivery.

They do not own the roads like they think they do and they should get off the damn pavement. WHY are cycle tracks on pavement so wide? They don’t need that much room and they don’t even stick to their side of the pavement.

    This is an argument that will go on forever. I feel that this problem has only increased with the number of food delivery cyclists. They rarely hzve high vis or helmets, combined with delivering temperature sensitive foods and probabley paid by the delivery they cause upset for motorists, most of whom have probabley added to the problem by using such services in the first place. I feel all public accessible e bikes should be limited to a sensible speed such as up to 20mph, and that they all should wear helmets, high vis and all bikes using public roads and footbathes should have working lights too. They cant police cyclists wearing helmets so they would have difficuty policing traffic offences with or without plates.

      All (legal) e-bikes in the UK are already limited to 15.5mph. If someone is going faster than that, either it's an illegal bike or they're doing it all under their own steam.

      Ebikes that are illegal are being lumped into the same category as legal ones called pedelecs.
      This further complicated the issue as when the press report they still call them ebikes and not what they should be called electric motorcycles.
      The UK government turns a blind eye to most illegal ebikes (electric motorcycles) as it knows the fast food delivery sector would fall apart without them.
      Very few riders delivering takeaway would be able to afford a 125cc motorbike and all the PPE kit plus training / test fees.
      The gig economy is brutal. The government just writes off these kinds of illegal riders as a necessary evil.
      If they were paid adequately they'd likely prefer cargo bikes.

    Those who say cyclists have carte blanche to do what they wish on the roads usually never have tried riding on them, getting places on a bike comes with a risk of injury, that's already enough of a barrier to prevent the average person from trying, more reasons are not needed.
    Many city's in the UK often have pollution levels above safe limits which leads to respiratory issues for young children. Congestion simply worsens this and reg plates on bikes would further discourage bicycle use, that's the last thing we need.

    A sense of weary deja vu gripped me recently as I heard an opinion that Islington “pavements are unsafe because of the lack of care by cyclists and users of scooters”.
    Such views are as common as they are misconceived.
    In fact the real danger we face, even on our pavements, is from motor cars (Reg plates did not stop these!). Of the 548 pedestrians killed on UK pavements in the last 13 years, 542 of the deaths involved motor vehicles. The oldest and youngest are most at risk from drivers on pavements, with 28 per cent of pavement deaths among the under-fives. Road and weather conditions rarely play a part, with three quarters of collisions in daylight and most on dry roads, with no winds and three quarters in 30mph zones.
    One crash caused 21 pedestrian casualties, among them a 16-year-old girl, when a young man drove at 47mph in a 30mph zone and swerved at a group of 30 school children to frighten them. He lost control, and ploughed into the children, receiving a custodial sentence but only a temporary ban for the 21 killed or injured.
    Pavements should be a safe place for us, yet one person is killed by a driver every week while on the pavement or verge.
    It is a popular and lazy trope to berate cyclists, skateboarders and others while ignoring a deadly danger so normalised, that drivers can kill or maim 21 children and not receive even a lifetime driving ban.
    Please let us draw a distinction between what are normally annoyances, and a real and far too common threat, one that leaves families bereaved and lives wrecked.

    These figures and tables analyse reported road deaths in Great Britain in 2019 in relation
    to who was killed, whether this was the vehicle user or another road user, and the vehicles
    involved. The aim is to distinguish vulnerability from danger.
    Cars are the mode by far the most frequently involved in fatal collisions:
    • There were 736 collisions where a car driver/passenger was killed and 721 collisions
    where the car was the ‘other vehicle’ in a fatal collision.
    • Cars are also likely to be involved in a significant proportion of multiple (‘3+’)
    vehicle collisions.
    Pedestrians and cyclists, sometimes viewed as “unsafe”, pose very little risk to other road
    users. In fatal collisions between motor vehicles and pedestrians or cyclists, it is almost
    always the pedestrian or the cyclist who dies, not the occupants of the motor vehicle. There
    were 3 people in motorised vehicles killed in collisions with pedestrians and cyclists in 2019.
    By contrast, 517 pedestrians and cyclists were killed by motorised vehicles.
    By contrast, some modes which may be seen as comparatively ‘safe’ to travel in, are
    disproportionately dangerous to other road users relative to passenger miles travelled:
    • Vans/LGVs are the other vehicle in 10 times more collisions than cars or pedestrians,
    (18.6 collisions per billion passenger miles travelled, compared to 1.8 and 0.3
    respectively). Motorcycles are not only the most vulnerable road user but also the third
    most dangerous vehicle type (119.7 vehicle user deaths and 7.5 other road user deaths,
    per billion passenger miles travelled).
    • Buses and coaches are the safest mode for users and the second least dangerous mode
    for other road users, per passenger miles travelled, (0.3 vehicle user deaths and 1 other
    road user death per billion passenger miles travelled).
