My comment was merely my opinion, not saying the OCD is bad or anything. But since you brought it up- No, the OCD can’t do “everything” the ts9 can do since it lacks a mid-boost.
Ts9 does change the tone of the amp considerably more than many other over drives. It is pretty well stablished that it is not a very transparent over drive pedal. OCD is slightly more transparent but has a mid boost.

Fulltone has more...full tone 😁 but Ibanez is the best for boosting gain channel. But in this battle Fulltone is a winner 👍👍
Stack ts9 with blues driver and you have the ocd, easy
Ts9 all the way. Way smoother and doesn’t change the tone of the amp like the ocd does.
OCD can do everything the ts can do and more. You just need to know how

Meanwhile, tube screamer does some weird stuff in the mid and low mid freqs kinda giving that distinctive warmish tube screamer sound many love.
