How to prioritize complex projects by value x effort

When you kick off a complex project, how do you figure out what to do first? Do you plan all the stuff to do or just get started then figure it out?
I’ve never had 2 projects the same. But I’ve had some success and avoided procrastination by putting a bunch of things to do on the table and attaching both a value estimate of low, medium, high value. And a time estimate of low, medium, high.
Identify the high value, low time cost. And start there.
