It is meant to sound like that. The dynamics make lower strings louder while upper strings be quieter, as well as the composer creating the piece to help his students shift, hence the title “Night SHIFT”. The upper strings with the exception of second violins shift into third position if I remember correctly, as well as cellos shifting up for a short time. So what you’re hearing, is perfectly correct.

yeah, different orchestras sometimes change the dynamics and add different bowings or articulation sometimes.
