Edit: I have recently played the quest. He may not be drinking at the moment, but my point stands firm.

See, I love this quest, since every side-mission actually helps further the lore and the ongoing theme of dealing with death and the perception of your role model. If you know the context from the manga, it's pretty obvious that this is one of the rare moments that Kaeya is completely genuine, since being "thrown away" by his birth father and then Diluc resulted in him having abandonment issues, which is why he associates Diluc's attitude with this. Genuinely felt sorry for the guy.
But then in the later part of the quest it's made obvious that Diluc is very sympathetic to Stanley, meaning it's not that he doesn't grieve his father, it's that he only thinks of specific parts of his legacy as relevant to the man he was - hence why he keeps his arts collection but disgards his mansion. It fits into the theme of this quest that the living only have their own interpretation of a loved one to work with after their passing, so at some point you should focus into passing what you value from them onto the living.

Diluc and Kaeya were really close back then, but everything changed when their Father died.
The Knights of Favonuis covered up their Father's death because it would ruin the Knights of Favonuis' reputation. This is why Diluc left the Knights of Favonius
At that time, Kaeya is already the Calvary Captain of The Knights of Favonuis and already pledged his Loyalty to them.
This drove the two of them away from each other.
There's a Webtoon for Genshin Impact and the story takes place before we, the Travelers wakes up in Teyvat. It's not yet finished but I recommend reading it, you'll know more about the Lore of the Game, also some easter eggs that will probably make sense while you read it.
Like, in Dilucs house, there is a Vase that doesn't suit the ambience of the place and is hinted that someone probaby gave it as a gift. In the Webtoon, Kaeya jokes around saying he'll gift him a vase the next time he visits. Yes, Kaeya was the one who gave him that vase. The same vase they talked about here.

I was actually referring to Chapter 2 Flame Born Part 2 page 5, 7 and 8.
On page 5, Kaeya mentioned that Diluc and him are like brothers. In the Japanese and Chinese version, it is 義兄弟 and 義兄 respectively, which means brother-in-law or a brother who is not related by blood. As the manga was launched way before the official release, it could be hard for English translators to determine the exact meaning. As such, I was fine with the translation on page 5.
However, on page 7 and 8, the translators added "Your bro Kaeya" in Kaeya's dialogue, which doesn't fit his character and cannot be found in both the Japanese and Chinese version. That scene was trying to portray the strained tension between Diluc and Kaeya as ex-knight vs cavalry captain, but the English one focused on their estranged relationship instead.

In case anyones curious, kaeya and diluc are step brothers (kaeya being the adopted one), after their fathers death Kaeya reveals to diluc that he was left in mondstadt to spy and gather intel, and since he was only a kid at the time no one would suspect anything. Diluc, already being bitter because of his fathers death and the knights reaction to it, he gets angry and him and kaeya have a mini fight, kaeya gets his vision and changes his last name back to his birth one and they stop being brothers (this all took place a few years before the game plot, and at this point im pretty sure they've forgiven eachother but just dont know how to get back on good terms so they just keep acting like assholes lmao)
