They're kind of fibrous, but the stem of broccoli is plenty edible. Especially for something like this, I'd definitely use them. I've made a similar thing but more like a fritter. I throw the raw broccoli into a food processor and pulse them into fine particles. Then add grated potato(squeeze the water out first), flour, an egg, parmesan and spices/herbs. I like garlic, sage, parsley and a little msg. I form rough patties and pan fry, but you could definitely bake them or air fry. It's one of my "trick the kids into eating green things" recipes.
