No, BYRNA is legal in all 50 states. But There are certain states that do NOT allow the BYRNA to sell kits with the chemical rounds. Still check local "carry laws" even though the BYRNA is NOT a "traditional" firearm. Since it's a c02 powered as launcher it may have a different set of carry rules.

Don't buy the LE. Had to get mine repaired after one month and used it once. No confidence that it will perform if needed. Issues with the launcher
