The scheme:
In the example the number of loops are 23.
1 row - purl 3, knit 6, purl 3, knit 6, purl 3.
2, 4, 6, 8 rows - knit 3, purl 6, knit 3, purl 6, knit 3 (on drawing).
3 row = 1 row - purl 3, knit 6, purl 3, knit 6, purl 3 (on drawing).
5 row - purl 3, T6R, purl 3, T6L, purl 3.
7 row = 1 row - purl 3, knit 6, purl 3, knit 6, purl 3 (on drawing).
Repeat these 8 rows.
You can use this pattern as an elastic.
T6R - twisted 6 knit stitches to the right (6-st rc).
T6L - twisted 6 knit stitches to the left.
(6-st lc).
